It is sometimes said that while Istanbul, Turkey’s largest city, postpones the country’s problems, Ankara, the seat of government, postpones their solution. With a little preparation, Istanbul can indeed prove an escapist paradise. But assuming the former Ottoman imperial capital is spared an earthquake following the tremor on Friday east of Istanbul, this week’s summit of the Organization for Security and Co-operation in Europe is likely to test the city’s endurance to breaking point in at least one respect.
