How a city of chemical factories became a top tourist destination

Bilbao is a city in the Basque region of Spain that, like the North-East, suffered from industrial decline but has used architecture and public art to transform its fortunes.

A few years ago the former chemical factory city was given a boost with the arrival of the striking Guggenheim art gallery which has turned the city into a magnet for international tourism.

The Guggenheim is a sign of the power of architecture as a catalyst in urban regeneration and it has had a significant effect on the economic and cultural well-being of the city and Bilbao is now in the top ten for city breaks.

Bilbao’s flagship success in boosting local economies has become the beacon which all other towns and cities are seeking to emulate.

And the influence that public art can have on local prosperity has led to the creation of a shorthand term of “the Bilbao effect.”

Baltic, the centre for contemporary arts, the converted flour mills on the Gateshead side of the Tyne, has often been described as “the Guggenheim of the North.”

Ms Jowell referred to Newcastle-Gateshead as “a new Bilbao,” giving as evidence Baltic, the Gateshead Millennium Bridge and the Angel of the North.

The city’s name is familiar to Newcastle supporters ever since November 1994, when Atletico Bilbao put Kevin Keegan’s team out of the Uefa Cup.
